ÇILLERSS NEW CONDITION

DYP (True Path Party) leader Tansu Çiller said the three ministers, Minister of Finance Zekeriya Temizel, Minister of Justice Hasan Denizkurdu and Minister of Education Hikmet Ulugbay must be excluded from the 56th government. Çiller previously had announced that she had no condition for the establishment of the new government. Çiller said they are not bargaining for ministerial positions but convey their sensitiveness. It was reported that Çiller is against Finance Minister Zekeria Temizel because of his attacks the company of Çiller family, Marsan. Temizel had started investigation into that company. And she is against Denizkurdu because he had deserted DYP. The reason for the Minister of Education is that DYP and Çiller dislikes the appointment and transfers of some key positioned civil servants.

ULUGBAY CRISIS

DYP leader Tansu Çillers demand not to replace the nationalist and conservative civil servants was considered as a veto to the Minister of Justice Mehmet Ulugbay. Çiller met with the DSP (Democratic Left Party) leader Bülent Ecevit who, for the second time has the duty to establish the government and demanded from him the protection of nationalist and conservative civil servants in the ministry of education. YÖK (Higher Education Board) Chairman Prof. Gündüz reacted at Çiller harshly and said they are backing the secular and democratic Minister of Education Mehmet Ulugbay. However, later DYP made a U- turn and said they are not against the minister and there is no need to replace him.

LET IT BE THE BEST!

Motherland (ANAP) and True Path Parties (DYP) are imposing an embargo on two cabinet members. DYP leader Ciller demanded that Denizkurdu and Ulugbay are replaced.
As being expected, Demirel charged Ecevit yesterday. Ecevit will submit his cabinet list including DSP -member ministers to the Kiosk, on Tuesday. He said "I hope that the government will be shaped before the (Ramadan) Bairam."
Ciller turned back the offer of Ecevit to hand ministers from DYP, to the new cabinet.
LIKELY MINISTERS

Rumor is that Husamettin Ozkan will be named Assistant Prime Minister and Defense minister. Other candidates for cabinet posts include Metin Bostancioglu, Fikret Unlu, Mahmut Erdir, Metin Sahin, Hakan Tartan, Erdogan Toprak, Ziya Aktas, Mustafa Ilimen, Hasan Gulay, Hadi Dilekçi.
Ecevit who said he will submit his list to the President on Monday, visited DYP leader Tansu Ciller and ANAp leader Mesut Yilmaz, thanking the two leaders for their support. The program of the 56th government will be announced on January 12 and the vote of confidence will be held on January 17, Sunday.
Ecevit told daily Cumhuriyet about the government preparations that, only technical problems have remained.
Meanwhile CHP Chairman Deniz Baykal (An eternal foe of Ecevit-nta) implied that the elections may be postponed because of this new government.
(This is the 6th time that Ecevit is charged with forming the government. Ecevit, who started his political career in 1957 as a deputy from CHP, became prime minister for the first time in January 1974, heading a coalition government with MSP (The National Salvation Party, which is the predecessor of Welfare P-nta). After ruling as prime minister for 235 days and ordering the Cyprus Peace Operation, Ecevits cabinet was replaced by the National Front (of the Rightist parties).
CHP emerged as the victor of the 1997 elections, but his government was toppled by the opposition of the (Demirels) AP and MSP.
Ecevit became prime minister for the third time in January 1978.
He was barred from politics after the 1980 military coup and established DSP in 1985. As his wife Rahsan led the party, he re-entered parliament in 1991. He was assistant PM in the ANAP-DTP-DSP coalition government- nta).
CILLER DEMANDS HEADS

Ciller who uses as pretexts, the 8-year education and turban, so as to attract the Islamic votes, is pressing Ecevit to exclude Education Minister Hikmet Ulugbay from the cabinet.
Ciller imposed three conditions to Ecevit (for a vote of confidence to his government). These were namely, the replacement of National Defense Minister Hikmet Ulugbay; naming jointly, the ministers of Justice, Transportation and Interior; preventing plunder in economy.
After meeting Ecevit, Ciller held a press conference and criticized Yalim Erez and President Demirel without mentioning their names. In her address, Ciller implied that Ecevit had accepted to exclude Ulugbay from the cabinet.

THE SINS OF ULUGBAY

"The File of crimes of Ulugbay is thick. These include, increasing the years of basic education in Turkey from 5 to 8 years , similar to advanced countries; fighting the illegal Koran courses; ensuring that the laws are obeyed in the turban (ban).
"Hikmet Ulugbay is not the biggest target of Tansu Ciller, who had waged her political war by wearing turban herself. Now it became clearer that she will try to grab the votes of the supporters of the Refah-Fazilet parties, in the coming elections.
The 8-year education decision of the government had received support from the masses of the society except a small fraction and this has been one of the most significant reforms of the history of the republic. Ulugbay had also received big support from the majority of the society when he refused to make concessions for the illegal Koran courses, which meant nothing but basing the basic education on religion. ..And now, his head is demanded just because he did all these. Ecevit is a party leader who is known for placing priority on principles, on daily benefits and therefore has a big esteem. We shall learn within 2 days, whether he will sacrifice Ulugbay, for a 3-month term of prime minister "

THEY CAN POSTPONE THE ELECTION

CHP (Republican Peoples Party) leader Deniz Baykal claimed that the elections can be postponed after the alliance of DSP-ANAP and DYP. He also claimed that the government was established and the alliance was made to save Mesut Yilmaz from the Supreme Court judgment. Baykal said the establishment process is in it is last phase and wished good luck to DSP leader Bülent Ecevit. He reminded that the alliance of the three parties started 3.5 years ago. "After the 1995 election DSP supported the ANAP-DYP coalition and now DYP and ANAP are supporting DSP government. They started to look like each other. There is no ideological difference. ANAP and DSP had accepted this fact before and now DYP joined them. They are no more opposing corruption."

THE POLLS AND ECEVIT

"(...)Since the government problem is solved we can tackle with the elections of April 18.
"Ill quote the consequences of some opinion polls.
"The first poll (...) was made for DTP (Democratic Turkey Party). The subject was the presidential system. The first question was that: Which kind of a political system do you prefer: Presidential or not?
"In the second question the names of some candidates was arranged line by line and was asked: If today the elections has been done, to whom would you cast your vote?
"This was the most interesting section of the poll, because the biggest portion of the questioned ones told that they would give their votes to Ecevit.
"According to the poll, fifteen per cent want to see Ecevit as the president. The name which appears in the second rank (with 10 Per cent) is that of Süleyman Demirel, the President and the most ardent defender of the presidential system. In the third line there is an interesting name: Necmettin Erbakan (The ex-leader of Welfare Party, which was closed down by the Supreme Court, because of the fundamentalist tendencies nta). But there is a great difference between the ratings of Demirel and Erbakan.
"It seems that, if the presidential elections have been done in April 18, two actors would race in the second round: Bülent Ecevit and Süleyman Demirel. (...)
"The second poll, has been made by an agency working for ANAP. According to this poll, FP (Virtue Party) appears as the first party. ANAP is in the second line. There is a little margin between two parties (it can be expressed with per thousands)
"The big surprise is that: MHP (Nationalist Movement Party) appears as the third party. Thirteen per cent told that they would give their votes to this party in the coming elections. MHP is followed by DSP with a little margin. The fifth and sixth parties are CHP and DYP. According to the poll, these parties can not pass the 10 per cent barrier. There is a decrease in the number of the undecided voters: 16 per cent.
"The third poll has been made by a research firm for DSP (Democratic Left Party).
"In this poll too, the first party is Virtue Party. DSP is in the second line. The difference is less than 2 points between two parties.
"MHP is in the third line in this poll too. ANAP follows this party with a little margin.
"The fifth party is DYP; but this time it is surpassing the 10 per cent barrier. CHP is in the sixth line and two points below the barrier. The undecided ones are lesser in this poll: Thirteen per cent.
"(...) The common point of two polls, ordered by ANAP and DSP, is that: MHP, passes the electoral barrier with two or three points. Does it reflect the reality? (...) I dont think so. It can be a manipulation, encouraging this party not to ally itself with another party.
"Unless the elections come nearer, its not easy to say that the polls are reliable." (...)

MINORITY OR BROAD BASE

"(...) It becomes certain that in the leadership of Bülent Ecevit a government will be formed. Now the question being asked in Ankara by those who are very close to Mesut Yilmaz, the leader of ANAP, is that: Will the Ecevit Government be a minority government or a broad based government?. The vice-President of the DSP Group in the Parliament Metin Bostancioglu replies: We made our preparations for the minority government. The Cabinet will be constituted from 24 ministers; seven State ministers and 17 executive ministers.
Bostancioglu says that, because of the elections, the ministers of Justice, Internal Affairs and the Transportation will be appointed from outside the Parliament.
But the atmosphere in ANAP is far from the minority
The intention which was being pronounced among the high level rulers of ANAP is that: A government, which will be formed by the participation of ANAP-DYP-DSP and DTP(Democratic Turkey Party) (...)
DYP leader Çiller seems determined on the minority government of DSP. But some people from DYP think that it will be useful to partake the government. (...)"

COMMENTARY: ARE THE TURKISH PEOPLE RACIST?

" In a fax message commenting on my two earlier articles (entitled We Have no Negroes and Turkeys Ethnic Structure) former Diyarbakir deputy Mr.Sedat Yurtdas criticizes my articles and says that my views on the importance of tribal links among Kurds, Whether Turkey is a mosaic, and the national language policy of France. If Yurtdas read my articles more carefully, he would see that the author of the book entitled "Turkeys Ethnic Structure" belonged to Alli Onder. In his book Onder was interpreting data of a study on the ethnic structure of Istanbul. According to me, a significant portion of those who are ethnically Kurds, regarded themselves as Turks.
"Yurtdas ask me why do I not pioneer a real research in this field and
whether I am scared of the likely results I have written on these issues before. I have said that Kurdish-origin citizens should be counted carefully in every census and that it is our social responsibility to keep the Kurdish culture and language alive and that research centers, institutes should be set up to improve the Kurdish culture and language
"In our article entitled "We Have no Negroes", I did not say that our Kurdish-origin citizens have been mistreated. We are aware of the unjust. But it is not the Turkish people who commits this unjust. No one attacks his neighbor because he is "Kurd." No one changes his home because there are Kurds living in that district. No one is attacking a person on the street, because he is a Kurd. (IN civilized Western countries, we frequently see that Turks are being attacked, killed and burnt just because they are Turks ). We do not have the "Racist" attitude of Western countries. A Turk and Kurd gets married, become friends, work together, share the same apartment and do not feel hostile to each other when they learn each others ethnic origin. This is a feature that makes us different from numerous Western countries which have racist tendencies and provides a sound basis to solve the problem which we are facing. But ı am afraid that the course of events in the last decade may create such a tendency. We have to create the consciousness and attitude to prevent such a thing
Then I want to conclude my article with a question: Mr.Yurtdas, you want me to place emphasis on the unjust treatment of Kurds. Are not, the majority of people killed or displaced by Apo and his Pkk are Kurds rather than Turks? Were not the militants of Apo who gun-sprayed the Kurdish babies in their cradles? Dont they admit this fact now? Are you also adding these to your list of unjust treatment and pressures?"

FORMER MINISTER ASIK: CAKICI WAS USED BY CIA

Former State Minister Eyup Asik -who resigned after the sound-cassettes of phone conversations he had with Mafia figure Cakici were revealed- claimed that Alaattin Cakici has been used by CIA in the United States. Asik said "Cakici is a cracked-minded man. He threatened to kill the son of Mesut Yilmaz."
Asik who stepped down of his cabinet post and resigned from his MP status, stood trial at the 6th State Security Court of Istanbul. Asik faces a prison sentence up to 1 year on grounds "Assistant and hiding the members of a criminal gang."
Asik claimed that the sound cassette had been fabricated and that he was not the person who called Cakici, but Cakici had caled him. Asik recalled that in that cassette, Cakici had told him, "I escaped, because you told me so."
Asik said "Cakici tried to have me confirm that I had helped him fleeing (the police in the States). When he said he fled, Cakici was still in US. However I did not confirm that I helped him to escape.
"On the dates he said he escaped, the Turkish Security teams found his traces twice in America. But could not carry out an operation, because of lacking documents."
Asik added that when he was on duty, they have learned that US would not extradite Cakici to Turkey and "We have been informed that CIA made use of Cakici in US. He was persuaded to leave US."

CALL FOR UNITY IN THE LEFT

The extra-parliamentary Left Initiative , organized a "Congress to Unito Powers."
Suphi Gursoytrak, the leader of the Kemalist Thought Association (ATT), one of the participants of the congress said that democracy in Turkey looked like a bird that is trying to fly only by its right wing.
Speaking at the preparatory meeting for their congress (that will be held at 10.00 tomorrow at the National Library), Gursoytrak said that Turkey faced threats coming Europe and from "Over the Ocean." He said, the only way out for Turkey was to unite powers by leaving differences aside. He stressed that the 1961 is being longed for nowadays and everyone believing independence, contemporary life, secularism and the social state, should come otgether to cooperate, to regain all the rights.
Deputy Chairman of Labor Party Hasan Yalcin said that Turkey has entered a phase which the Right can not rule any more. Speaking at the meeting Prof.Sina Aksin (from SBF of Ankara University) said that there were efforts in Turkey ot impose a presidency or semi-presidency system and "A presidency system will introduce a system of the Soltan. That means, some people miss Soltanate. This chain needs to be broken."
Representatives of all sections are expected to join the congress.

WHAT DOES EUROPE MEANS FOR US

"(...) The high values represented by Europe; that is democracy, human rights etc. have been seen as an aim to be reached, even if they are not practiced as a whole. And it is interesting that even those who are not lukewarm to EU, does not want Turkey to break off with Europe.
The argument of the defenders of the integration is that: Europe means civilization and modernity for Turkey. It means to reach more free and democratic standards together with the Europeans. It means to become a welfare society.
But now, there are new criteria and principles, which become the characteristics of the new Europe. For example, the sovereignity, national borders, minorities and decentralization... Together with democracy and the human rights, these concepts too are taking their places among the high values. Also, Europeanism contains these concepts. These are becoming the universal criteria to be integrated (with Europe nta) in a lot of levels, not only from politics to economy but from the environment to the education.
"Turkey does not see this side of the problem and does not discuss it. We have to consider Europeanism together with these concepts. Of course, if we still have an aim to be integrated with Europe."

KURD LEADERS TO MEET

Mesoud Barzani, the leader of Kurdistan Democratic Party (KDP) and Jalal Talabani, the leader of the Patriotic Union of Kurdistan (PUK) are meeting today in Northern Iraq. The two leaders will be meeting for the third time after reaching an agreement in Washington.
Turkey who had voiced its frustration over being excluded from that agreement process, had reacted to a probable Kurdish state to be established in Northern Iraq and covenants that its cross-border operations (in pursuit of PKK) may be restricted.
Barzani arrived in Ankara on November 3rd, briefing Turkey on the agreement. Then Assistant PM Ecevit said that Barzani had eliminated Turkeys worries to a great degree.

RUSSIAN-GREEK MEETING

Greek government spokesman Dimitris Reppas said that technical talks are underway between Russia and Greek Cypriots on the S-300 missiles. Reppas told a press conference that the topic of the meetings were, the deployment of the missiles on Crete island. He said that the cost of this deployment will be borne by the Greek Cypriot section.
Reppas added that Athens will not draw back from the decision to defend Greek Cypriots. He also claimed that the fight of Greece to have Greek Cypriots enter the European Union, had strengthened its defense indirectly.
Government-backing Greek daily Ta-Nea reported that the international community will demand a response, a gesture from Turkey, in exchange of the decision not to deploy the missiles in Southern Cyprus.

For 1010 vacancies for public workers and workers to be employed at Agricultural Credit Cooperations, 60 thousand people applied from all over the country. No place was available to accommodate this many people for the examination, so it was postponed until January 30.
Mukadder Corekcioglu, trying to find a job for the last 8 years, is a university graduate. 30 years old Harun Tekin took the previous exam but failed. Mehmet Menekse got a promise from a member of the parliament: "I heard that every member of the parliament have 10 contingencies at their disposal."

STRIKES DUE IN TEXTILE

70 thousand textile workers are preparing to begin a strike on January 12, unless their demands are met by the employer.
DISK leader Ridvan Budak, TURK-IS leader Bayram Meral and HAK-IS leader Salim Uslu held a meeting yesterday and discussed the situation of textile workers.
Budak said that, "As a consequence of earning money irregularly, half of the budget of Turkey is being paid for years, as interests to non-producing earnings and this led to a crisis."
Turk-Is leader Meral said "500 big companies are getting 51 % of their total earnings, from interests and one-night (REPO) savings. In the same field, 2500 big companies are earning 71 % of their income from REPO and interests."
Hak-Is leader Uslu said "A part of Turkey is living in the level of Germany, and the other part, of Tanzania. This uneven income distribution is the basic cause of the
degeneration and gangs."

GOVERNMENT CRISIS "BEHIND CLOSED DOORS" 6.01.1999 Wednesday

On the same day DYP leader Tansu Ciller announced that they will support a DSP Minority Government to be formed in the prime ministry of DSP leader Bulent Ecevit, Yavuz Donat from Daily SABAH, Emin Colasan and Sedat Ergin from Daily HURRIYET have discussed the "government crisis" in the programme "Kapali Kapilar Ardinda (Behind Closed Doors)" on NTV.
We present you some of the interesting discourse took place between Colasan, Donat and Ergin during the programme:
YAVUZ DONAT: Because of bad politics, Turkey has lost five weeks time. It has been losing time for weeks. Is there really a desire to form a government? If it was desired, it would have already been formed by now. Public opinion wants the government to be formed. The Parliament still cannot form a government.
In my opinion, there is incapability, bad intention, message for the party bases. To go to Cankaya and say "Give the task to Mr. Yalim", and then to turn against Mr. Yalim the next day; all these dont suit politics.
EMIN COLASAN: We are watching very agile dance figures and games by some ladies and gentlemen. Belly-dancing, juggling and clowning have been the issues of Turkey in the recent weeks. We have been talking about the government issue for weeks. We, as journalists, cant understand whats going on, we dont know whats happening. It has been more than 40 days, we are still at the same point. Let me read you some of the declarations concerning the government formation in todays papers. Stabbing from behind. . . Brutus. . . Blackmail. . . Dirty Coalition. . . Unprincipled. . . Bad-mannered. . . Unethical. . . Sneaky. . . Personal reckoning. . .
DONAT: If the ones upstairs speak like that, people in those parties bases will shoot each other.
COLASAN: The public watches whats going on in amazement just like we do.
DONAT: The citizen is calm, right. But parties have militant and fanatic supporters. If you push them, how will you take them under control when you go to election tomorrow?
SEDAT ERGIN: Its a very strange thing. Mrs. Tansu who has refused to support Ecevits DSP Minority Government proposal two weeks ago now goes and proposes the same thing. Ecevit didnt support Yalim Erez from the heart at the beginning. He accepts Cillers proposal. Now DSP says "We have never proposed in favor of Yalim Erezs being appointed. We knew that Mr. President had Ismet Sezgin in his mind". Then Ecevit has accepted it as a result of Mr. Mesuts suggestions though he didnt want to. For that reason, I dont think that a very big contradiction exist in this.
COLASAN: When Yalim Erezs name was put forward and the appointment was realised, Tansu Ciller and her circles had a panic. Thus, they feared from Erezs being successful, from his forming the government. There was to be cracks and explosions within DYP. In this incident, Yalim Erez was playing for the leadership of the right. And he has announced this in his various speeches.
DONAT: In Turkey, gang, Mafia are being talked about. But there are mafias in the parties as well.
ERGIN: ANAP members knew that Yalim Erez has big ambitions. They knew that he will be a problem in the future because he plays big. They thought that if he was to form this government and be successful, there would be problems within ANAP which cant be controlled. Thats why they prefer to support DSP Minority Government from outside.
DONAT: They always work for their own sake, for their own party. Well, where does Turkey stand, where do Turkeys benefits stand? They have no such thought like Turkey first, my country first. What is important for them is Myself first, my relatives second, and then my third generation.
COLASAN: Also there has been a bargain between Yilmaz and Ciller. On the issue of Higher Court, Yilmaz gave guarantee to Ciller and Ciller also gave guarantees to Yilmaz. They have mutually said You back me up, Ill back you up". So, they saved each other. This is a game played among the two leaders. . .
In the recent developments in Turkey, we have seen that fights under the water came up to the surface in Turkey. The first one is the fight between Tansu Ciller-Mesut Yilmaz in central right. The second one is the fight between Bulent Ecevit- Deniz Baykal in central left. The third one is the profit fight. And the fourth one is the presidency fight for the year 2000.
The fight in central right and left has come out as solid now. This fight brought us to todays dilemma. They were doing anything merciless possible to take eachother down. But Ciller and Yilmaz have negotiated. Because they had to. Otherwise, both of them could have faced the danger of being sent to Higher Court.
ERGIN: If Yalim Erez had finished this business, thus if he had given the government list to Cankaya, Ciller wouldnt have been able to come out. However, the sides have negotiated during the new year holiday and in the end Erez has been left outside and the new formations has been initiated. That day, in other words, before the new year, Ciller couldnt have made this move, the conditions werent there.
DONAT: There are other bargains within these bargains. Thus, the issue is not government formation. Unless good intention is there, it is not possible to achieve results.
ERGIN: Now, Mrs. Tansu will come up and say "I saved Turkey from political instability". She will say "The government crisis has been overcome with my government formula". She will try to score with this. One of the important results of Mrs. Tansus undertaking is the fact that it created cracks in the long-term cooperation between Virtue Party and True Path Party. Just so, FP leader Recai Kutan critisized Mrs. Tansu for the first time.
COLASAN: But this crack is a temporary one. From now on, DYP and FP will be side by side. For the time being, FP members see themselves as if they were deceived.
DONAT: Everybody should be granted his right. Since the government crisis came up on the agenda, FP leader Recai Kutan has followed a moderate and decisive policy.
COLASAN: You said "One who followed the most logical and decisive path is Recai Kutan".
DONAT: Yes.
COLASAN: This is only natural. Because Recai Kutan is not involved. Both Recai Kutan and his party are not involved. They werent offered the task of prime ministry. They are excluded, they have an excuse report. They dont have a function since they have got a report from a fully equipped Military Hospital. There is nothing they can do. FP is just on hold.
DONAT: Until when will it wait? It has a certain number of votes, deputies. FP is one of the major parties of the regime. It was a partner of the power in the past.
COLASAN: WE dont have anything to say about that. We are talking about the stage weve come today. We say that they dont have a function, they are sitting on audience chairs.
DONAT: Garbocov says "There is new politician deficit in Russia. What we have in hand is not sufficient". This is true for Turkey as well. There exist new politician deficit in Turkey, too. The existing ones consolidate all of a sudden just not to let the new ones intervene. They are trying to knock each other down from morning till night, but if a new politician attempts to take part, they all unite as one. Whether in the right or the left, if one attempts to partake, they strangle him on the spot. What has been done to Yalim Erez is this.
